Well that was a fluke. Theras Rivers had seen the smoke and debris from Lilycove from afar, and had promptly decided to investigate. Of course, getting his means of transportation pointed in the right direction meant that he only managed to get above the Lilycove Rocket base as the action was tapering down. He could still see the smoke, the burning fire from an engine explosion it seemed like and some kid staggering onto the beach, sand clinging to his pants and hands, exhaustedly calling out a pokemon and taking to the sea.
Theras put his binoculars down and adjusted his goggles. "It's none of my business. I guess it kinda sucks that Lilycove was already attacked, I was planning on doing that..." He buried his free hand in Absol's fur and she nudged his leg affectionately. He smiled slightly, face suddenly kind. "No, you're right, I can't let that get in the way, even if I wanted to get to it first..." Theras trailed off, his train of thought derailed, and cracked his knuckles absently.
"Y'know Sol... there weren't enough Rockets down there, were there?" The Absol closed one eye in though and shook her head. "No, I didn't think so either. Maybe we should turn around and investigate?..." Theras moved forward in the gondola and turned the steering wheel sharply to the left.
Nothing happened.
He turned it to the right.
Nothing happened.
There was a long silence before a rather long and colourful stream of expletives floated into the surrounding air and startled a flock of Wingulls, who flew off, squawking noisily. Absol gazed at him reproachfully, red eyes glimmering. "Yeah, I know I should've checked the steering mechanism before we left, but we have bigger problems. WE'RE OVER THE OCEAN RIGHT NOW!" Theras flailed and rushed to the side of the gondola, making it sway violently as he peered up towards the side of the balloon. The netting held it firmly in place, even the ramming spikes and blades he had rigged to the support system, but it looked like the guidelines to the rudders had been cut. Theras cursed again and picked up speed, almost forgetting about the almost unconscious figure being carried below him.
Well, forgetting would be rather hard, considering that the attack zeppelin crashed into the cliffs of Mossdeep approximately twenty minutes later. Thankfully it was on the uninhabited southern side of the island, but that didn't stop Theras from shedding a few tears as his greatest creation failed.
Again.
He buried the mechanisms and the balloon with the help of Absol, secured all of his homemade explosives (of which only a few sticks of dynamite exploded during the crash, thankfully), and trudged through the marshy forests, the salt air stinging at his skin. Theras pulled his hair back in a vain attempt to keep it out of his face and kept moving, making sure his gloves were in place and his eyes protected. No telling what sort of stuff lived in this water. Carefully avoiding any contact with civilization, Theras swam to the small sandbar offshore to the west of Mossdeep, where he had before hitched a ride with someone surfing to the continent.
He lay his jacket, shirt and boots aside on the sand to dry off and sighed, his green eyes dull and despondent. It would take FOREVER to fix the Zeppelin, especially because he didn't own a fire-type pokemon. Had to find someone else to do it who wouldn't turn him in... Absol was resting her head on his chest, but she looked up suddenly towards the sea.
Theras propped himself up on one elbow, and for a moment did not comprehend what he was seeing. It was a kid wearing a black hoodie in the water, clinging to some box that bobbed along beside him. He was out cold. Theras frowned. That couldn't be the same kid from Lilycove... "...could it?"
Absol nipped his hand and Theras wrinkled his nose. "Alright, alright, I'll go out and help, just this once. Don't be expecting any more altruism from me Sol." And Theras stroked out to the boy, sputtering as he dragged him ashore onto the unpopulated sandbar. The sun was setting, lighting up the ocean with orange and red fire, and Theras was off to the side, trying to scrub his hands with sand and salt water. Absol licked the boy's face with her rough tongue.
That was when Theras noticed the branded "R" on his forearm, just visible through a tear in his hoodie. He exchanged glances with Absol. The kid just squirmed in his sleep a little, obviously troubled.
"Hey kid, you gonna wake up soon or what?" Absol prodded at him with one massive black claw and Theras scooted back a little. Best not to be too close to these types when they woke up...

Tatha had only been imagining the figure of Markus waiting for her outside of the mountain after all, but it didn't really matter--she would see him soon enough anyway. A silent and grumpy guard led her to her room, down the same white, winding hallways as always, and sure enough, the moment she dropped her bags on the floor she heard a loud, abrupt knock on the door. Tatha made herself breath slow and steady, and she opened the door without so much as blinking at the tall, well-groomed and imposing figure before her.
"You've hardly changed," Tatha remarked aloofly, then with a smirk added, "Except for those few extra gray hairs you seem to have sprouted."
Markus smiled weakly. "You, on the other hand, have changed a great deal. Well...it HAS been ten years, after all. Are you doing well?"
A dizzying, hot flash of rage washed over Tatha suddenly as she listened to him speak, as she watched him stand before her nonchalantly. She glared coldly into his eyes--blank and guarded, his eyes revealed nothing to her--and she snapped, "Why don't you just get on with it? I thought this mission was supposed to be urgent."
Under Markus's steady, expressionless gaze, Tatha quelled a little with regret, but that didn't stop her from crossing her arms and staring right back at him. He sighed.
"Yes, it is urgent. It would seem that all your hard work and dedication have paid off, and you're getting a promotion. Congratulations--your new job is to hunt down and bring in those who threaten Team Rocket as an organization. It's a more direct way to help your beloved group, which I'm sure pleases you. Your first job is simple enough; track down the little miscreant who has been attacking us from the shadows. He was most recently seen in Lilycove City, so that's where you'll start your search. The information is already in a file on your desk." He gave Tatha one final stare, then turned and left without another word.
Tatha walked over to the desk and flipped through the manila folder. Half an hour later, she and Xatu were back in the air on their way to Lilycove City.

Kadabra didn't need to tell him twice. He flashed back to my time at the lab, and the incredible security measures needed to keep splicer's caged and controlled. They were often both powerful and extremely unstable. Still, this girl seemed more stable then most.
"Hello Marie, nice to meet you. As to trying to 'rescue' you, I think I'll let you decide what you want, you're a big girl right?" He had a hunch that this girl was emotionally much younger than her physical appearance. At the worst his condescension was the ramblings of an old man, at best it would make her feel comfortable with him, reassure her
Sounds from beside the building on which they stood alerted him to a potentially Rocket presence. If he was infiltrating the base tonight, he would have knocked out the guard and asked questions later, but if he did that now it would just mean more security when his assault did happen. Escape needed to occur, sooner rather than later.
"Listen Marie. I'll help you with whatever you need, but you have to follow me. There are people here that probably want me dead, so it's time to head off." With a nod to Kadabra the Pokemon disappeared into his belt, and with a quick flick of another Pokeball, Salamance appeared silently on the roof, which groaned with the sudden weight. "We're heading home buddy. Marie, are you coming?"

"Of course I am!" Marie replied indignantly, but the fur along her tail smoothed nonetheless and her ears flicked slightly, more relaxed. Truth be told she didn't mind too much when people talked to her like that, it was comforting, something that she was used to.
She caught the sounds too, and the electricity generating glands on her arms glowed slightly as they automatically stored charge. She didn't even pause to wonder if it was friend or foe, life on the road had taught her the hard way to assume the worst, always the worst. She did flinch however at the bursts of light and the disappearance of the Kadabra and the appearance of a dragon Pokemon. She could feel he roof creaking, and the supports straining through the pads of her bare feet, and she was not given time to marvel at this new Pokemon before she moved lightly to its side, and Al's.
"Hi! I'm Marie!" She said quietly to it. Experience had also taught her that it was wise to introduce herself to any pokemon, wild or tamed. Up close it was mesmerizing, and the grey blue scales glistened with an odd metallic quality.
"Yeah, I'll come along." She grinned, and waited for Al to climb onto its back before doing the same. A dragon pokemon, wow, she never expected to see one of those.

Xatu landed lightly beside the entrance of the Team Rocket hideout near Lilycove City. It was obvious that the grunts here had just recently recovered from a disaster--there was still an overturned truck with splashes of dark red on it...and grunts were rushing about in a grim atmosphere. Tatha had read the summary of the most recent event; apparently, this miscreant she was searching for had sent a truck flying straight into three Team Rocket grunts, none of whom had survived. But then he disappeared...so where did he go?
Well, from this spot, there were two ways he could have gone: back into the city or out to sea. It wasn't likely he went into the city--no fool would walk back into the bee's hive he'd just disturbed. She glanced at Xatu, standing alert beside her. She supposed it was also possible the boy had flown off on a pokemon...but that would mean he could be practically anywhere by then. Best to at least explore this surfing option, then figure out where he could have gone if he'd flown away.
Tatha patted Xatu on the neck. "Okay, boy. We've got to find this kid as quickly as possible. Do you think you're up to it? You've been flying an awful lot lately..." It was times like these that Tatha wished one of her pokemon could swim. Xatu nipped her fingers in encouragement. He did look tired...but there would be plenty of time for rest after they'd found the brat, and Xatu was willing to keep going after all...Tatha shook all doubt from her mind, and mounted her pokemon once again.
"Alright, Xatu. We need to scour all of Route 124, every last little island. You know what to do."
Xatu's take-off was a little weak, and Tatha had doubts nagging at the back of her mind again. Soon, however, they were flying in same familiar sweeping grid pattern they used for searching vast expanses, and all doubts were forgotten.
